Environmental Services

The Environmental Services Department is dedicated to providing the highest quality services to the citizens and customers of the City of Leesburg water and wastewater utilities. Those services include drinking water production and treatment; wastewater treatment and collections; and stormwater operations and collection. These processes involve a staff of 68 people. The processes are broken down to field level and dispatched through field services divisions. The operating divisions are listed below:

Florida Yards & Neighborhoods

Florida Yards & Neighborhoods (FYN) is an environmental educational program of the University of Florida Extension informing homeowners how they can be more environmentally friendly with their landscape practices, helping to protect Florida's natural environment for future generations. The objectives of Florida Yards & Neighborhoods programs are to:

  • reduce stormwater runoff
  • decrease non-point source pollution
  • conserve water
  • enhance wildlife habitat
  • create beautiful landscapes

Operating Divisions

Water Production and Treatment:
Their mission is the operation of well equipment and treatment processes to meet and exceed applicable regulatory standards and the required testing to insure a quality water product delivered to the consumer.

Water Distribution:
Their mission is to insure the distribution system operates as needed to maintain high water quality, and provide fire protection services to the City of Leesburg. These duties entail construction and maintenance of underground utility systems such as piping, valves, meters, etc.

Wastewater Treatment:
Their mission is to insure that all wastewater is processed and treated to Florida Department of Environmental Protection standards. The wastewater treatment process will also produce reclaimed water for uses such as irrigation, where available.

Collection Systems Video/Vactor:
Their mission is to provide inspections, cleaning and repair support for both wastewater and stormwater infrastructures.

Wastewater Collections:
Their mission is to maintain the environmentally safe return of sanitary waste to the wastewater treatment facilities through an array of underground collections piping and valve systems.

Lift Station and Manhole Repair:
The Environmental Services Liftstation and Collection Division has an on-going program of modifications and rehabilitation to the sewage collection systems. This program includes complete replacement of lift station wet wells, pumps, control panels where required. Manhole rehabilitation by fiberglass liner systems, installation of US Filter SCADA acquisition systems electrical controls, and installing odor and H2S control equipment. The division is also involved in state of the art Cured in place pipe (CIPP) and slip lining technology and installations. We continue utilizing new technology such as directional drilling and HDPE to reduce costs and improve services to our customer the citizens of Leesburg.

Plant Water and Wastewater Maintenance:
Their mission is to keep all of the City of Leesburg’s water and wastewater plants and facilities in a well maintained state of repair. Their major focus is on preventive maintenance as a means of establishing overall system reliability.

Stormwater Systems:
Their mission is to maintain the City of Leesburg’s stormwater collection systems to include mowing, street sweeping, line cleaning, ditch and pond maintenance.

Administrative Support:
Their mission is to provide outstanding support to the Environmental Services Department’s personnel and the City of Leesburg’s citizens, customers and government.
